Age is not always a determination of maturity. I’ve run into individuals who at the age of eighteen were more mature than some thirty year olds.

Jails are normally the initial processor and keeper of all inmates that end up in a federal or state prison. Most states don’t fund county jails, even though a state inmate may be housed there for weeks before being transferred to the state. Other than SCAAP and Social Security, the federal government doesn’t provide any funding to the county for maintaining inmates that receive a federal sentence.

“You can 'nuke’em', but if that doesn’t work then you’ve got nothing else left!”
Meaning that if you immediately use the most severe punishment either for an inmate breaking the rules or for a member of staff that has committed an error, then you have no further steps you can take as corrective action. Don’t get me wrong though, sometimes the “nuke’em” option is the best way to go.

1. Command Level (everything is working as planned)
2. Mid-level Management (some things are working and we don’t want the command level to find out what’s not working)
3. Corrections Officers (almost nothing works correctly and no one listens when we tell them it’s not working)”
My point here is that a corrections supervisor needs to understand this and make sure that the different levels are as close as possible in their understanding of policy and procedures.
